Shutdown immediate issue

Dear all,
I always face issue with Shutdown immediate and even after 1 hour shutdown immediate doesn't "shutdown" the db. When i check the alert log file, the last line says

Active call for process 831668 user 'oraprod' program 'oracle@srv1 (TNS V1-V3)'
SHUTDOWN: waiting for active calls to complete.

What does it mean? If i manually kill this process id at OS level, the shutdown progresses. What should i do to ensure a clean shutdown and how to avoid these in the alert log?
