shutdown does not finish

Hi,
on 10 gR2 on Win 2003 , I issued shutdown immediate and I have the following in alertlog :
Sat Aug 27 09:12:30 2011
Shutting down instance (immediate)
License high water mark = 47

Job queue slave processes stopped

I can not connect from another sqlplus session for my be shutdown abort.
sqlplus sys@mydb as sysdba
