shutdown database issue emergency! help please

Hi Experts,
For database out of resource, i try to shutdown DB. after 1 hr, there are no respose.
i log inot sqlplus by sys and saw instance idle. However, I startuo DB and get ora 10997 message.
please help me to restart DB
I use oracle 10G R4 in window 2003 32 bit
