shutdown abort

Hi,
Can anyone throw light on how startup force(shutdown abort + startup) actually works internally? The problem is when i startup force my production database, it starts but when i try to make any new connection it gives out the error "Max processes parameter exceeded".
I want to know that when we shutdown abort the database, instance recovery is don by 'smon' automatically. But how the max processes are exceeded when smon does instance recovery. Does it starts other parallel processes.
