Show Employees not in current Department??

hi every one

i m using jdev11 R2

It is very essay to show masterDetail relationship in adf (like select any department and show its Employees)

but can i show all the employees that is actually not in the current department ??

can i modify ViewLink EmpDepFKLink to get my desire result ??

and what is meant by source to destination and destination to source in Viewlink ??
