Should swappiness parameter be changed on the fly while swap is in use

I am having an unusual issue with large with PGA/UGA usage (many connection some running long).  We are pinpointing a cause and looking to remediate.  In the meantime, our swappiness is set to 60 (as default) [I know thats not the recommended setting by Oracle].  I want to set the swappiness parameter down (probably to 30) but I have large amounts of swap in use.  I do have free memory even though I'm swapping; most likely due to the parameter setting.  If I set the parameter down will the machine will swap in gracefully?  I guess Im looking for someone who's experience can help here.  What Im concerned with is DBs are running and swap is in use (85%) and I don't want to cause an I/O issue that ends up getting the node kicked out of the RAC or corrupting an instance and having it restart.
