shortcut key for showing up lov in form 10g

hi

In form 6i, F9 is the shortcut key for lov to show up . But when i am trying the same in form 10g, i.e. , when i place the cursor on the text item where i want the LOV to show up , and press F9 key, LOV is not showed up. But when i click on the display list in the menu , then it is showing up. Can anybody clarify the reason why LOV has not shown up when f9 is pressed.
