Shortcut icons missing

We are trying to configure 11.1.2.1 in new windows 2008 R2 server, after configuration able to login HSS/planning/essbase but we are not able to see shortcut icons from start menus.
Windows start->all programs->select Oracle EPM->after selecting each period nothing get displayed except CONFIGURATOR.
under each component its just showing "empty". also when will select & try to enter start/stop epmsystem from run cmd it should display stop/start epmsystem scripts (shortcuts) disappear, in other projects we didnt face this issue anytime.

Also during configuration we got shortcut.vbs script popup after closing that only configuration got completed.

Please help us to get it resolved. is anyone face same kind of issue?? Appreciate your help in advance.
