shall I install a full OBIEE package to integarate oracle forms with BI Publisher ?

Hi all
I need to use BI Publisher to integrate with oracle forms 12c
shall I install a full OBIEE package or there is a smaller product like stand alone BI Publisher ?
and one more thing ,as of oracle reports deprecated , we have to pay a separate licence for BI Publisher ?
