Setup/installation of Oracle Forms/Reports 11g or 12c

Dear Experts , I would appreciate if, someone can suggest / refer upon my below query:

Please explain combination of suitable/best version of products ( Both Forms/Reports , Application server and DB versions) while upgrading FormReports 6i / DB 10g application?
