setup.exe gives 'not a valid win32 application' error

hi

im trying to install 9i on win XP pro.i have a 538 MHz intel celeron processor with 192 mb memory.
everytime i click on the setup.exe i get an error 'not a valid win32 application'.what do i do to rectify this problem?
