Setting user_nls_lang & developer_nls_lang

Hi All,
Can anybody help me to set user_nls_lang & developer_nls_lang environment variables? I am using Oracle 10g DS & Oracle 9i database.I have to translate my application from English to Arabic.I am expecting your valuable information
