Setting up Oracle ODBC in Windows- driver not showing

I downloaded Oracle ODBC Driver for 10.2.0.3. The simple Installation instructions specify to unzip the file and then put 6 files in the right Oracle Directories. I did that.

But now when I go to Windows ODBC Administrator no Oracle Driver appears in the Drivers tab. Shouldn't it? Is there some step I'm missing? I read the Oracle help material and it provided no answers that I could see. Thanks
