Setting up Backup Listener

Experts,
Can anyone please tell me how to setup a backup listener with failover option please? or does anyone have any instructions or manual regarding setting up a backup listener that can be used by the instance in case connections are not being handled by the main listener?

Please note that I need this on oracle 11g (11.1.0.7 standard edition).
