Setting Proxy Username and Password for Java Plugin

I can view applets on the local drives, but anything viewed over the internet results in a "java.lang.ClassNotFoundException". I believe this may be due to our proxy server requiring a username and password.
I know some programs, like winamp or xmms, let you set proxy username and password. Can you set the Java Plugin Control Panel to use proxy usernames and passwords? Or do you think this is the result of something else?
