setting ORACLE_SID in Windows

I recently downloaded 9i Personal edition to my Windows 98 PC. I want to create a new database the old fashioned way, but I don't know how to set the ORACLE_SID in Windows. I know how simple this is in Unix, i.e. ORACLE_SID=abc export ORACLE_SID.

I don't want to use the ORACLE GUI to do this.

How do I accomplish this simple task on a Windows machine?
