Set cpu_count without resource manager

Hi,

i've a server with 16core on Linux with 11.2 rac database.

There is a database with cpu_count set to 8.

If i set resource_manager to default_plan to use instance caging i introduce a wait: PX Nsq: PQ load info.

I cannot install the last psu so, if i don't use instance caging, is useless set cpu_count to a number less thenĀ  cpu core, or not?
