Service Temporarily Unavailable

Dear All,

I installed Database 10g R2 and Application Server 10g R2 Forms and Reports services .
After installing apex 3.2 I tried to open the browser and write the following URL:

http://localhost:7789/pls/apex/apex

The following error returned:

Service Temporarily Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.
