service failure to users

for users the services are not available for 5 or 10 minutes

please let me know what would be the cause

no ora errors

just service disconnection from users..................................

two node rac
10.2.0.4

windows

i have checked logfiles

nothing is there

i am expecting this is os level andnetwork levelresult=12(invalid_argument)
