Sending SMS in apex application

Hello Everybody

Just developed a web app wt apex and i want it to send sms to users for example, when a user account is created for them.
I've read Patrick Wolf's blog but i still am not sure of what to do.
I have installed, just oracle xe and apex 4.0 and also got a free trial download of an sms gateway
(Ozeki)

Question:

do i need to any other installation to be able to send sms?

if i upload this project on my apex.oracle workspace, would the sms gateway i intend to use still work?

if not, i guess i'd have to get an account online..how do i connect this?

Note: the app doesn't allow users to type the sms messages to be sent, it just sends information based on what is entered into
the system.
