Sending Message to client machine

Helllo
i am working in server/client environment with oracle 9i,forms 6i.i want to send required message to user who are working in the client machine.suppose i want to shutdown server for some period of time how i will send a message to all clients machine through computers. is there any other solution for that.if yes wat is the procedure for that.
