Sending email

Having issues trying to send a simple email via APEX, I have set up the Instance Settings for email and created a proccess to send a simple email on Submit.

I see the emails in the Manage Instance\Mail Queue but when I go to Send All Mail, my mail send count does nothing and the same with error?

Thanks for any help?
