Sending an email to an external user

Hi,
How can I send an email to someone who is not part of the wf_roles or wf_users or fnd_user. The email is not registered anywhere. So it does not map to a role. So how can I send an email to such a person.

I assume that I can use adhoc roles for this. Can you please direct me as to what steps I need to take to do this.
