selectOneChoice and restrict "LOV"

Check lot of threads but didn't find exact answer.

I have DeptVO and EmpVO tables bases on entity.
EmpVO have DepartmentID attribute with LOV pointed on DeptVO.

Also I create viewcriteria on DeptVO to restrict (for testing) only Departments where DeptID is > '40'.

How can I restrict values on af:SelectOneChoice for DepartmentID attibute on jsf page ?
Applying view critera on DeptVO doesn't change list values for DepartmentID in EmpVO
