select count(*) taking so long on empty table

Ive got a table with about 5 million rows in it. Ive gone through a archiving process and exported all the data, truncated the table and am ready to import a selection of the data back into the table.
Im really puzzled as now the table is empty - even if I do a simply count on it
select count(*) from the_table.
it takes about 30 seconds to come back with 0 (zero).

counts on other tables take a split second????
