SELECT ANY DICTIONARY privilege

Hello All,

I believe SYSTEM user has "SELECT ANY DICTIONARY" privilege but I am not sure why I am getting following error when I tried to connect to the database in OEM console as SYSTEM user,

The application requires you have been granted "SELECT ANY DICTIONARY" privilege. Please contact your DBA to grant you this privilege.

Does anybody give me a hint on this,
