select a random generated number

i am working on an online exam system and i generate a random number to select the questions, so i have a made a cursor to select this question but incase the random number do not assosiate with a exsisting question i want the cursor to regenerate another question, and also incase the question number has been generated before to regenerate another one. can any one advice on this please
