I've installed Oracle 19 Grid Infrastructure on a pair of Windows 2022 Servers. When i start CRS on the servers (either via crsctl or through a reboot) the first server starts up normally and the ASM instance runs. On the second server, the ASM instance does not start up automatically but if i connect to the idle ASM instance i can manually start it and then both nodes are running normally. It makes no difference which node starts first, the second node always fails to start fully.
The installation was initially performed using 19.3 and at this stage everything worked fine. Both nodes started as expected. I then patched the Grid Infrastructure on both nodes with patch 30094077 and again everything worked as expected. I then installed the database software as a Software Only install and patched Grid and Database to 19.24 using patch bundle 36521936. At this point the second node startup issue began.
When the second node has started but without the ASM instance, the Cluster Resources status shows ora.storage as OFFLINE and STARTING, ora.crsd as OFFLINE and STABLE and all other resource (including ora.asm) as ONLINE and STABLE. All resources show as ONLINE and STABLE after a manual startup of the idle ASM instance.
