SDO_Relate using WKT

I am trying to perform SDO_Relate on a SDOGeometry column with a multipolygon with WKT, syntax as below:
SELECT a.ID
FROM a
WHERE
(sdo_relate(a.shape,
(SDO_UTIL.FROM_WKTGEOMETRY('MULTIPOLYGON (((-118.36127114878579 34.14149709526898, -118.36127114878579 34.14200391069789, -118.36091147332012 34.14200391069789, -118.36091147332012 34.14149709526898, -118.36127114878579 34.14149709526898)), ((-118.3609539804206 34.14204968757534, -118.3609539804206 34.14214124133024, -118.36075779380296 34.14214124133024, -118.36075779380296 34.14204968757534, -118.3609539804206 34.14204968757534)))')

The error I've received is
ORA-13029: Invalid SRID in the SDO_Geometry object
*Cause: there is an invalid SDO_SRID in the SDO_Geometry object. The specified SRID may be outslide the valide SRID range
*Action: Verify that the geometries have valid SRIDs
Which the shape column has SRID 8307. Any idea why I am having this error?
