sdk problems - Why so slooooooow?

I have just performed a clean install of win7 64.
I have installed the current jdk to - C:\Java\jdk1.6.0_24
I have a requirement to use Eclipse. When I try to load the program my wait time is over three minutes! If I go to the windows resource monitor I can see that javaw.exe is 'not responding'.
I have been to the Eclipse forums to no avail. I installed Netbeans to see how that went. Same problem.
****I can exit either IDE (after waiting forever for it to load) and if I then reload it, it loads correctly in just a few seconds - the way it should.******
I have uninstalled all the Java entries in the windows uninstaller then reinstalled the Java sdk. Didnt fix the problem.
I am losing so much time and hair because of this issue its ridiculous. I did not have this problem in Vista on the same pc and my hardware is fine.
Core2Duo P8600
4Gb ram
yadda yadda.
