SCM - Procurement negotiation page customization

We are looking for below options are achievable or not and how to achieve it?

1. Hide standard Create Response button in negotiation page on Fusion
2. Add custom button in negotiation page to perform validation on selected record and open a PaaS VBCS screen with input parameters like negotiation no, Supllier etc.

It would be great help if some one provide some reference or pointer on this.
