Scheduler job fails to send emails after database upgraded to 18.3

We recently upgraded our database from 12.2 to 18.3 and since then scheduler jobs have stopped sending emails when they fail or are disabled.

The jobs are otherwise running Ok.

Before we upgraded to 18.3 the emails were being sent as expected.

Has anyone else had this problem following an upgrade?

Any help would be very welcome - I raised a SR with Oracle over a month ago and we haven't made any progress yet.
