Scheduler Error

Hi All,
I have configured OBI running under OC4J and Scheduler under 9705 port. Installed the scripts for Job manager.

When i try to login i am getting the following error in the Job Manager
*[nQSError: 68020] This current Scheduler service is inactive. Close the session and try again*

in the NQScheduler.log file entry looks like
Orable BI scheduler Sys01Ugser:9705 has been changed to an inactive state.

please provide a solution to bring scheduler to active state and schedule jobs.
