Scheduled Jobs Not Running

Job scheduler seems to have come to a halt. Jobs are showing as "SCHEUDULED" with times in the past. Yet they do not run. I have tried restarting the JobScheduler service but this does not appear to help. I had a job which was hung in a running state (END missing). I deleted the job - which took quite a while to do. Event log shows a message of Application Hang. Any ideas? Is there a better way to cancel a running job?
