Scheduled jobs not running

Scheduled jobs are no longer running. Last Run Status shows as "Scheduled". Scheduled Date is in the past. I think this may have started when our SYS$_JOB_RUN_DETAILS and SYS$_EVENT_LOG tables grew way out of control and the PURGE_LOG job started stepping on itself as it was running more than a day. Now CPU is being eaten alive and I can't see anything running. No jobs show under "Running". Is there any way to reset all job schedules and start over?
