Scheduled job doesn't run

I have scheduled a job to run for every hour through EM DB control 10gr2. The job doesn't run whenever there is a high resource usage. Once the usage becomes normal the job runs automatically. Why is this behavious, does it have to do anything with resource? Please let me know what to do.
