Scan/Capture Documents into APEX/Oracle Database

I am developing an APEX application and need to scan/capture documents from a scanner into an APEX/Oracle database. I cannot use any commercial third party products to do this. Can anyone provide some suggestions as to the best technology to use or examples of how to best accomplish this?
