sbconsole is throwing forbidden error 403

OSB composites are accessible on EM and I am still able to test using soapUI.

Problem Description

OSB server was setup. admin server and managed servers are up and running. OSB composites can be seen/tested on EM as well. every OSB composite is working fine.

Issue is We are not able to login to sbconsole.below urls are throwing forbidden errors:

a) https://[host]:[port]/sbconsole

b) https://[host]:[port]/servicebus
