saving files from SQL Developer produces files with ANSI encoding, distorting Unicode chars

SQL Developer from Oracle home in Oracle 18.3 where the database is AL32UTF8. Ran a query that contains unicode characters and exported to a file. It didn't preserve Unicode chars and per Notepad++ the file encoding is ANSI. I don't see any settings that governs file encoding
