rwbld60 gives REP-3000 even though xclock works

We are trying to start the Reports developer on a SuSE LES 8 (United Linux 1.0) server. I have set the DISPLAY variable and am able to start xclock with not issues. However I still get the REP-3000 error when I try to start reports. I have tried this from both GNOME and KDE and both give the same result. I have added /opt/gnome/lib and /opt/kde3/lib to the LD_LIBRARY_PATH. We have just applied Patch 15 and that still has not solved the issue. Any help would be approeciated.
