Running SQRs

Hi,
I'm installing PeopleTools 8.49, HRM90 DB : Oracle 10g R2. Following installation document in 7B-8-1 task I try to run SQR in Windows :

E:\psoft\HR90TL849\bin\sqr\ORA\BINW\sqrw.exe -ZIF E:\psoft\HR90TL849\sqr\pssqr.ini -i E:\psoft\HR90TL849\sqr\ -fc E:\dddaudit.htm -keep

But I receive this error :

(SQR 4713) Cannot open the #INCLUDE file: 'setenv.sqc'
(2): No such file or directory

SQR for PeopleSoft: Program Aborting.

I verified , the file 'setenv.sqc' exists.
