Running Oracle Apex on 10gXE/EPG config - Static IP Address Issues. Help!

Can anyone please advice, about some problems we're having running apex from windows xp box? We installed apex/epg on 10gXE on windows xp box, the app seems to run great with the url.

http://127.0.0.1:8080/apex/f?p=111:1 (standard apex epg runtime url)

Now, the network admin changed the windows box to have Static IP address and made it to 10.10.0.7...we rebooted the machine and also able to ping it in dos prompt.

We're having trouble running the apex login with the new url...

http://10.10.0.7:8080/apex/f?p=111:1

Really appreciate any pointers or help in the above as we need to take deploy the above setup to a similar produciton box this week.
