Running Forms 10g Locally on Windows 7

Good day,

I am trying to test my created form locally before deploying it to EBS.

However, whenever i click the run button the following message appears:

FRM-10142: The HTTP Listener is not running on <IP ADDRESS> at port 8889. Please start the listener or check your runtime preferenes.

I've tried starting the OCJ4 Instance and running the form, however, it only opens an Empty Internet Explorer Window that loads indefinitely.

I've also tried updating the runtime preferences to:

appliation server URL: <IP ADDRESS>:8889/forms90/f90servlet

anyone here know how to configure this?

Operating System: Windows 7 (32-bit)

Forms Builder 10g

RDBMS: 10.2.0.4.0

EBS: 11.5.10.2
