Run as Administrator option enabled in Start Menu-->Program files for SQLDeveloper.exe

The Oracle Database or Client install create shortcut for SQL Developer in Start Menu. The Properties for SQL Developer shortcut shows that the "Run as administrator" option is checked.

Here is the query:

>> Why this option is enabled for SQL Develoeper shortcut in Program Files?

>> Is this option can be turned off?
