RTL Application?

Hi,
I have just stated to work on a application which needs to be run in English and Arabic.
Translation (XLIFF) works ok, but how about changing dynamically app direction from ltr to rtl?
This subject is discussed very little in this forum, but what i gathered was that i have to develop custom templates/themes.
Is there a way of making application rtl other then hardcoding <... dir=rtl> ?
