RTC-5260: Connection to Control Center failed

"RTC-5260: Failed to connect to Control Center, Please check you have provided the correct host, user, passwort and Service Name.
String index out of range: 0"
The login box to control center does not show host, port or service name, and net service name is not accesible.
Situation:
Client Standalone OWB Windows 11.2.0.*1*
Server AIX Unix 11.2.0.*2*
The control center service is up and running.
Logging in to CC directly from server is possible.
Any advice? Thank's
