rpmbuild RPM

Hello,

I am trying to download rmpbuild utility from rpm repository. I searched the ISO CDs that I downloaded but I codun't see this RPM in there.

Does anyone help me to locate this rpm? I am looking for rpmbuild utility for Enterprises linux from oracle.

Any help will be very much appreciated.
