ROracle 1.3-2 is available on OTN

ROracle 1.3-2 is now on OTN: https://www.oracle.com/technetwork/database/database-technologies/r/roracle/downloads/index.html

It's not on CRAN - there are some bundle submission infrastructure issues with CRAN and we're waiting to hear back from the CRAN team.

Use ora.encoding for DML when specified
Updated INSTALL
One can now specify type of Oracle DBMS column using ora.type attribute in dataframe when using dbWriteTable
