Role & Privilege required for invoking SCIM HCM REST APIs

Hi Team,

We are trying to invoking HCM REST API — https://fa-eutv-saasfaprod1.fa.ocs.oraclecloud.com/hcmRestApi/scim/Users?filter=userName+eq+%22abc%40oracle.com%22 but this API is failing with 403 forbidden error. This API works when user have IT Security Manager role. But we cannot use this role as this has the highest level of access. We need to role /privilege having lease access for invoking HCM REST APIs.
