RMAN active dupliaction fails with Oracle error from auxiliary database: ORA-17628: Oracle error 1031 returned by remote

Hi,

I have oracle 19c (19.13) and I've been trying lots of different method to perform active duplication of a PDB. ALL my attempts (and there have been quite a few) fail with the same error…

"RMAN-06136: Oracle error from auxiliary database: ORA-17628: Oracle error 1031 returned by remote Oracle server"

All the articles I've found online suggest that it's a permissions issue - but I'm connecting as SYS on both target and auxiliary. I even used this article https://oracle-base.com/articles/18c/multitenant-duplicate-a-pdb-to-an-existing-cdb-18c as my reference, creating the databases in the same way.

Can anyone point me in the right direction as to why this fails?
